When Will Stampedes be controlled?

The recent incident of stampede held in Naina Devi Temple in Himachal Pradesh on sunday, has once again triggered the debate on Naina Devi Templesetting up a proper mechanism to control the crowds, especially at the places of worship. Moreover, the miserable tragedy has pointed towards the poor security arrangements at the sites of worship in temples and shrines particularly, during the festival seasons.


The stampede that killed 147 people and left more than 300 people injured, is  the 17th such incident happened in past 3 years. This  signifies the government’s concerns towards the security of citizens. Though, a prank caused the incident but thats not the matter of much concern. The apprehension is that why do we not pre-plan the adequate security arrangements to control such incidents?


Such incidents are identical to the one in which a fatal bomb blast planted by the nasty terrorists killed number of innocent people. Then, who is to be blamed for the incidents of deadly stampedes which are as brutal as a bomb blast and kills innocent masses accidentally for the lack of proper management?  It is a shared responsibility of the both, temple trust and the government. So, why the accountable administrators should not be punished rigorously for such drastic incidents?


K.M. Singh, member of the National Disaster Management Authority, Delhi commented on the incident, "The country needs to shift from a response-centric approach to a preventive one to minimise casualties." So, the need of hour is to map inevitable preventive measures to avoid such gruesome incidents in future. The planners are required to survey such places and design new methods to manage the crowds to avoid the massacre.


During the festival seasons when loads of devotees visit the place of worship, they should be let in to the temple in lots of manageable small numbers. There should be two different tracks for way in and way out. Also, there should be emergency exits on multiple locations on the way in and way out so that people can evacuate the place safely in case of any such incidence. Additionally, the hawkers and shopkeepers should be kept away from the tracks.


So, if such types of crowd control mechanism could be implemented at all crowded places everywhere in the country without the usual delays, it can save hundreds of lives during such unfortunate events.
